If you want to enjoy Halloween in Nagoya, it’s best to join official club parties or bar events, where celebrations are held safely and responsibly.
In recent years, the Sakae area — especially the popular landmark Oasis 21 — has become a restricted zone on Halloween night due to crowd control and safety concerns.
In 2024, the area was completely closed off to people in costumes, and the same strict measures are expected again in 2025.
🕸 Strict Security at Oasis 21
On October 31, 2024, almost all areas of Oasis 21 were closed to the public.
All underground shops shut down for the entire day, and from 5:00 p.m., the “Galaxy Plaza” underground area was completely sealed off.
The rooftop “Spaceship Aqua” and the ground-level “Green Field” were also closed from October 26, every day after 5:00 p.m.
To prevent large crowds and accidents, barricades were made higher, and police officers and security staff were stationed throughout the site.
Visitors in costume were not allowed to enter the facility at all.

🕸 From “Halloween Holy Place” to Restricted Zone
Before the pandemic, Oasis 21 was known as the “Holy Place of Halloween” in Nagoya.
It used to welcome visitors in costumes, with changing rooms and makeup spaces available.
However, since 2020, after large gatherings caused safety concerns during the COVID-19 pandemic, the policy has changed.
From 2021 onward, restrictions have been tightened, aligning with Tokyo’s Shibuya Halloween ban to ensure public safety.

🕸 Nearby Areas Also Taking Measures
Even areas around Oasis 21 are taking precautions.
At Hisaya-odori Park, walkways on the east side are closed after 5:00 p.m., and additional security guards are on duty.
In 2024, the Chubu Electric Power MIRAI Tower (formerly Nagoya TV Tower) also turned off its Halloween night illumination.

If you still want to celebrate in costume, join a Halloween party at a club or bar in Nagoya.
