Attention Travelers! Japan’s Tax-Free System is Changing: What You Need to Know in 2026

Planning to shop in Japan? To ensure you get your 10% consumption tax back, here is everything you need to know about the current rules and the big changes happening soon.

1. Current Rules (Valid until October 2026)

Until the end of October 2026, Japan continues to use the “Instant Discount” system. You do not pay the tax at the cash register.

  • Who is eligible?Non-residents (tourists) staying in Japan for less than 6 months. You must present your original passport (with an entry stamp) or a “Visit Japan Web” QR code.
  • Minimum Purchase:Total of 5,000 yen (excluding tax) or more at the same store on the same day.
  • The Two Categories:
    • General Goods (Electronics, clothes, bags): Can be used in Japan.
    • Consumables (Food, cosmetics, medicine): Must be packed in a sealed bag. You cannot open or consume them while in Japan. The limit for consumables is 500,000 yen per store per day.

2. Important Change in 2026: No Tax-Free for “Unaccompanied Baggage”

Starting recently, a significant rule change has taken effect:

  • Shipped items are no longer tax-free: If you send your purchases to your home country via international mail (EMS, DHL, etc.), they are no longer eligible for tax exemption.
  • To get the tax-free benefit, you must carry the items with you as carry-on or checked luggage when you depart Japan.

3. Major Reform: Starting November 2026

From November 1, 2026, Japan will officially switch to a “Refund System” (similar to Europe).

  • Pay First, Refund Later:You will pay the full price (including 10% tax) at the store. You will receive your tax refund at the airport or designated counters after your items are verified by Customs during departure.
  • No More “Sealed Bags”:The distinction between “General Goods” and “Consumables” will disappear. You will be allowed to open and use any item (including snacks and makeup) immediately after purchase within Japan.
  • Digital Integration:The entire process will be managed digitally. All purchase data will be sent to the National Tax Agency’s “Tax-Free Sales Management System.” The National Tax Agency is currently releasing system specifications and upgrading infrastructure to ensure that your refund process at the airport is fast and paperless.
